Public Sector Governance

Horn Development Advisory (HDA) provides advisory services, capacity building and policy recommendations to strengthen public sector governance in East Africa. This includes public financial management, domestic resource mobilisation, organisational change and institutional reforms. This support aims to improve the efficiency, transparency, and accountability of public institutions, which are crucial for sustainable development and poverty reduction.

We assists governments in strengthening their institutional capacities. This includes providing technical assistance and training to develop robust administrative frameworks, effective policy-making processes, and efficient service delivery systems. By enhancing institutional capacities, governments can better manage public resources and deliver services to citizens more effectively.
 

A core area of our work is to support the strengthening of public financial management (PFM). This involves helping governments to design and implement systems for budgeting, accounting, and financial reporting that ensure public resources are used efficiently and transparently. Effective PFM systems are essential for maintaining fiscal discipline and fostering economic stability.
